Japan recently experienced a huge earthquake and a historical radiation disaster which has not yet been controlled. Tokyo Electric Power underestimated the risk of disaster, which resulted in radiation leakage and chaos. The author, who is a contributor to Radiation preparedness efforts sponsored by the  Japanese Ministry of Education of Science and consisting of a  argues that the drill and training course, were not sufficient  to cope with this kind of disaster. The words “beyond expectations” prevailed in Japan in terms of disaster preparedness. Yet earthquakes and tsunami on a similar scale have occurred before. Once this huge disaster struck, almost all  prior planning was  inadequate, and  new thinking was needed to deal with the situation. From the point of view  of a doctor working real time at the scene, Dr. Hayashi will discuss the situation and offer recommendations.  A review of the painful lessons of this real disaster will help to identify obstacles and gain new insights into preparations for future events.
